Against an unplayed position, do I need to "declare war" to do a GATK or can I just land my ground troops while waving amicably to the ships in orbit? It should be no big deal to torch some pathfinders anyway but I like the idea of playing it cowardly

Just land your troops and GATK.

Inform Pete and set up PAPs correctly when working with an ally.

What is truly evil  is to slide your troop transport in with enough troops to take the world, then
have the audacity to use his former HW to build a Kick Tush PDF, set it to tango, and do a sensor order.

You own the sky and the world without even using a warship
