On the maps the province of GibraltAr is written with an A. In the orderentry program, it is written with an E.
What is the correct notation?

I believe "A" is the correct spelling
In this case in doesn't really matter as the programs only use the first five letters of a given province/city name (not counting the 'x' used to differentiate between cities and provinces) so the code is going to see "gibra" or "xgibra" regardless. The map was designed so that the first five letters of a province/city name are unique. This was a design concept from the days when we had to key in 100% of the turns ourselves - a shortcut for data entry.
