We the Phoenix Empire hereby greet The United Republic of Scanners.
It is good to see we are not alone.
We welcome visitors from afar to our Kliuchene system.
Why don't you wait here why we both send diplomats to begin peaceful negotiations?
It is our tradition to begin negations with the consumption of a large herbivore indigenous to the world with which we negotiate. If you are sentient herbivore we will arrange for a negotiator, although such a species only exists in science fiction.
Our current contract for negotiation services is with a race of large diplomatic plants, which has worked well for us in the past.
