What happens if I build a division and assign it to an existing Force ID# that's somewhere else?

Example, I enter the following order: BGU, 1, INF 39, xPrague, 25, but there's an Army Force #25 stationed at xBratislava? Does the order fail or does it assign the new INF 39 another Force ID #?

If you do this, the order fails, because the group you assign the new unit to is not in the same location as the active group.

If you build a new division in a city with an excisting group, the new unit will be assigned to that group regardless of the group you want to build it in. Unless you give it a group number of an active army group which is in a different location.
