This is from memory which is still pretty good at my age:D

the system probe is basically a giant drone  that must be carried in drone racks. Can’t be loaded in cargo. It’s filled with all sorts of electronic detection gear and is used with the JETT order. Once jettisoned this little ,well not so little (5000 tons), probe will scour an entire system and report the location of any communications or energy emissions to its launching fleet. Cloaking devices can defeat this detection. 

Nym was correct about what is needed to open them up for research. 

You will need MK I long range sensor which opens SLY-1 intell thingie

and the FPS-1 Fleet Patrol Sensor

will also need Heavy Drone to open up Scoence drone.

Here What it takes to make them

System Probe: System Probes are very large Science Drones outfitted with a sophisticated sensor package
designed to assist in general system sweep missions. System Probes are one-shot items,
carried and deployed from Drone Racks, and are expended when used. Alien communications
or power emissions are the target: a successful mission by a System Probe will reveal the
presence of most advanced alien civilizations on any unshielded world in the system.
They aren't cheap, but System Probes can prove quite handy. Deployment of a System Probe
is accomplished via a JETT (Jettison Cargo) order. (5,000 tons) 1,000 Improved Transaluminum - 20,000 Improved Electronics - 4,000 Fuel
