Capturing ships was so abused by power-players wanting to transfer entire fleets to each other that the Oracle stepped in (and this, indeed, so early on). Now it is much less likely that ships can be captured - but it has been done. We have done it ourselves....just to check, of course and only on a definite drop- just to see how it could be done. We would like to see the possibility of 'high-seas' piracy restored and a number of suggestions have been made to said Oracle. However, we have not heard anything on the subject....
