Such a requirement prevents a player from publicly endorsing and upholding the tenets of the Senate while privately working contrary these tenets with additional privately held empires. Any player found to be working against the tenets of the Galactic Senate will be ejected from this body immediately and the Senate will decide what punitive action, if any, will be taken against the ejected player.

Whereas interstellar commerce has lain dormant since the days of the Ancient Ones;

 

Whereas commerce facilitates peace, understanding, and interdependency between races and thereby leads to greater cultural exchange and common flourishing;

 

Whereas standardization of commerce hastens its effects and leads to predictable and transparent trade and the maximization of comparative economic advantages;

 

Whereas standardized commerce will reduce the risks associated with interstellar trade by engendering new mechanisms for risk allocation such as insurance, commercial banking, and the easy calculation of debt resulting from delictual acts or war; and

 

Where as standardization will allow economic scholars to further study the Galactic economy and thereby discover ever greater methods for maximizing efficiency;

 

We, the Galactic Senate, hereby request that the Sentient Being known as Ur-Lord Tedric provide Civilization and this Senate with a comprehensive method for calculating exchange rates of different resources and manufactured goods based upon its posited notion of the Galactic Raw Resource Equivalent or GRRE, so that this body might deliberate its merits with a view toward adopting it as the Official Galactic Standard of Exchange.

Piracy shall not be deemed to include the capturing of legitimate prize during times of just war, nor shall it include the confiscation of contraband or tariffs by customs and revenue authorities provided the collection of same is openly and conspicuously announced beforehand and the territorial scope of such collection is specifically and intelligably defined.

 

The liberation of contraband from a known pirate shall not itself be deemed piracy. Whenever possible, stolen property should be returned to its former owners. The liberator of stolen goods may keep 30% of any liberated goods as a salvage fee.

General Purpose: To prevent unnecessary death and destruction and inadvertant hostilities regarding borders by creating a Neutral Zone Registry and establishing a system of mutual recognition of sovereign territory and common spacefaring courtesies.

 

Whereas many Sentient races and governments are now reclaiming there place among the stars;

 

Whereas spacefaring powers necessarily come in contact in deep space while exploring and scouting for new territories;

 

Whereas contact is necessary if there is to be a Renaissance in Galactic Civilization;

 

Whereas some races seek not commerece and friendship, but war and plunder;

 

Where as a common first contact protocal and recognized method of establishing borders is necessary to facilitate peaceful commerce and good-neighborliness;

 

We, the Galactic Senate, hereby establish the following system of common border establishment and recognition as well as first contact protocals:

 

1) All Sentients are absolutely sovereign within their homesystems and in all systems up to three conventional jumps out from those Home Systems, provided these are through two-way warp points; and every member of the Galactic Senate agrees to mutually recognize the sovereign territory of every other member.

 

2) In cases where two governments share a border less than three jumps out from their homeworld the two neigbors shall agree to a negotiated border. They are encouraged to pick a reasonabe half-way point and declare it either a co-dominion or neutral space.

 

3) Members mutually agree to publically proclaim which systems lie outside their sovereign borders and to identify to the Galactic Community the rules each race shall employ in granting other races entry into their sovereign territories. This should alert conventional travelers that they are entering sovereign territory whenever they deviate from Galactically recognized neutral zones while avoiding the problem of disclosing all of a members system names, thereby indangering the sovereignty of that member's government. In sovereign systems behind the border members may have their defense forces set to what ever state of readiness they deem appropriate.

 

4) Members are encouraged to recognize the sovereignty of non-members according to these same rules to the extent practicable under the circumstances. All Races are invited to submit to this Senate the lists of those systems they consider neutral. Should diputes arise this Senate shall arbitrate the sovereign claims.

 

5) All systems outside of a sovereign border shall be considered free space and constitute a Neutral Zone and the freedom to travel, explore, and colonize in these open, neutral territories shall be respected.

 

6) All Members shall set their fleets on non-hostile orders while traveling in neutral zones, unless they are officially at war. Members may never generally attack other spacefarers in neutral territory, but instead may attack only declared enemies and their allies. This declaration should be overt and preferably made in this open forum as well as in a PAP order.

 

7) The Secretary of the Senate shall appoint a worthy member to be the keeper of Neutral Zone information. This information should be made public to all so that unnecessary hostilities shall be avoided.

 

8) Should a colony in a neutral zone become so large and prosperous that its population exceeds 1000 and a government wishes to annex the Planet it is on as sovereign territory, then that member (or non-member) shall petition this body for recognition thereof. Recognition shall be granted unless two thirds of the voting members veto this application. If recognition is granted, then that planet may be defended as the soveriegn sees fit.

The voting process will include the following requirement:

 

Voting requirement change: Every member empire must be Verified in order to have effective voting powers. In the event a member empire refuss to verify, all votes by the empire are null and void immediately and retroactively [excluding Session 1 Bylaw Votes]

 

Verification: All members must have their privacy settings to 'NO' when verified.

Privacy checks shall be conducted by 2 volunteer member players on the turn after admission into the Galactic Senate, or the turn after this bylaw is passed, whichever comes first.

 

One an empire is verified by this process, they may toggle their privacy settings to YES.

 

Private Verification Procedure: In the event an empire wants to have their empire privately verified without announcing their empire number to the boards, the empire may sign with a three-letter ID code with the terms 'PRIVATE VERIFICATION' somewhere in the body, in lieu of submitting the empire number in the proclomation. The empire will then PM or EMAIL the Secretary of the Senate their Empire ID number for verification purposes who will in turn submit it to one other person for dual verification. You have the honor of the Secretary and the asignee that your identity will remain anonymous. Once verified, the new empire will be required to post their empire number but can retain their privacy settings to YES.

Proposal for Senatorial Review:

 

Definition of Piracy:

 

Commiting an act of larceny in the space lanes of senate territory.

 

One cannot judge the actions of those not in the august body of the senate. Perhaps their definition of combat/piracy is different.

 

Example: Player A and Player B attempt to have a sample space combat to check out the system. Boom, A captures B and then the Senate's piracy law takes over. Player A is branded a heretic.

 

Also - the setting Zulu 9and other high settings) would by definition not be an act of piracy because it specifies attacking any player not attempting to conduct piratical operations.

UNIFIED PLAYER DISCUSSION:

 

How does one prove this. The colony is on non-privacy which means we can prove that we own this empire. There are reports that we play a "piratical" empire: The Eyre. Please provide information leading to this that is not circumstansial. Direct proof please.....There lies the crux. How do we prove a player plays multiple empires other than rumours, speculations and other circumstancial evidence...evidence that such a body would generally disregard....

Exactly. We need Privacy Option legislation to even think about enforcing this. That still makes it difficult to 'find' another empire outside the Senate that never posts its empire id. :P The only chance for enforcement of such a thing would be GM enforcement - something I would never WANT or EXPECT to see. But hey - the sentiments are good!

 

Oh - did you want the definition of Piracy added to the existing Hannibal bill for review? If Hannibal likes it, you can strike the first proposal and submit a joint one that includes the definition.

We would like to thank the Right Honorable Phase Dragon for his resounding support of the Commerce Standardization Bill.

I am unclear on your definition. So if I find a dropped empire and go to war with him, I will declared a pirate? Are you planning on banning all Senate members from combat (except for outlaws of course). I think this is one piece of legislation (like most) that needs to be thought through carefully for the unintended effects.

 

Since I plan to join the Senate once I get my position set up I thought I should ask.

I'm sure the next batch of Session laws will raise some interesting issues.

 

There very well could be several versions of the Piracy legislation that are up for vote next session. However, if compromises can be made and bills consolidated, the better (administratively at least)

 

However, if there is no consensus and we have 10000 bills on privacy, so be it! Would only be an accurate reflection of how the myriad of species in SNROTE view the issue.

 

 

 

Pirates - feel free to join the Senate. You can always vote and lobby against such legislation :P:cheers:

Since Pirating is our trade, how are we to feed our families if this edict goes into effect. Have you no compassion? It is obvious pirates are just a product of the unfairness of this society. It appears yet again that the black booted white hats are once again ready to trample on the rights of the down trodden.

 

Though Iguess I should wait for the final vote.
