EternusIV Posted June 22, 2004 Report Share Posted June 22, 2004 GALACTIC SENATE PROPOSAL and CHARTER REQUIREMENTS PREAMBLE WE THE SENTIENT RACES OF THE UNIVERSE COMMIT *to resolve territorial disputes among member empires *to abide by the Galactic Bylaws *to maintaining open communication to all sentient empires through public broadcast *to pass bylaws designed to promote peaceful exploration and prosperity among member empires AND FOR THESE ENDS *to unite our leadership to maintain intergalactic peace and security through the Bylaws *to enforce the bylaws ratified by the Galactic Senate *to recognize the sovereignty of all member and non-affiliated empires with the exclusion of their obligations to the Galactic Senate CHARTER REQUIREMENTS Membership requirements: 1) Must be an active, sentient ruler over an empire 2) Abide by the Galactic Senate Bylaws and Charter Requirements 3) Participate in Bylaw Procedure (See Removal below) Functions: 1) Resolve territorial disputes between member empires 2) Pass laws designed to maintain peace and order between member empires 3) Communicate openly with all empires through public channels (ie RTG boards) 4) Establish efficient commerce between member empires Sovereignty: 1) Each member of the Galactic Senate remains sovereign: subject only to the Bylaws and Charter Requirements 2) An empire may leave the Galactic Senate at any time 3) War between Galactic Senate Members does not immediately disqualify participating empires from membership although they might be subject to bylaws passed by the Senate in response to such hostilities 4) Formal alliances may join the Galactic Senate and vote as a unit (see Voting Rights below) 5) There are no officer positions or heads of authority in the Galactic Senate. Membership Process: 1) Repeat the following declaration to join the Galactic Senate to qualify as an active member: “I hereby wish to enjoy the protections and benefits of the Galactic Senate and promise to honor the Bylaws ratified by the Galactic Senate. I remain a sovereign empire, but will honor any duties imposed upon me by the Senate for as long as I choose to remain a member. I also promise to inspire non-members to the high ideals for which the Galactic Senate stands.” This must be signed with your leader name, empire name and empire number. 2) There is no formal process to prevent an empire willing to follow the Bylaws and Charter Requirement, from joining the Galactic Senate. 3) Membership commences immediately upon proper publication to an active Galactic Senate thread. Voting Rights: 1) Each active member empire is entitled to one vote on every Galactic Senate proposal 2) Proxy voting through alliance is allowed – however – only votes of active member empires within the alliance will count and each is subject to the voting publication requirement as though they were voting separately. Voting Publication Requirement: 1) Each vote must either be a “yes”,”no” or “abstain.” The default vote for a member empire is “abstain.” 2) Each vote must be accompanied by the full name of the empire, the empire number and ‘signed’ by the leader of the voting member empire. 3) Proxy empires must publicly state and sign the following to allow an alliance leader to vote for them: “I am the leader of the [Empire Name] [Empire Number] and hereby allow [Proxy Empire] to vote for me in all Bylaws" This declaration must be made in an active Galactic Senate thread and is effective immediately upon proper publication. Bylaw Process: 1) Any active member empire may propose a bylaw 2) Bylaw Proposal should adhere to the Guidelines of Bylaw Proposal but MUST be: a) signed by your leader include your empire name and 3) include your empire number. 3) A bylaw is only subject to vote once a separate active member empire seconds the bylaw (this second must come from a separate PLAYER – a player running multiple positions may not second its own vote) 4) The deadline to second all proposed bylaws for vote is at 11:59 pm MST on the Monday of the week turns are due: all revisions and discussions over the proposed Bylaws must be finalized before this deadline. 5) All votes are due by 11:59 pm MST the Thursday that turns are due. 6) A minimum of five votes (excluding abstain votes) is necessary to create a Bylaw 7) A Bylaw is created if the ‘yes’ votes outnumber the ‘no’ votes (provided the minimum voting requirement is met) 8) New Bylaws are set into law at 12:01am on the Friday that turns are due (which will usually coincide with the same day that turns are received) Removal: 1) An empire may voluntarily leave the Galactic Senate at any time 2) An empire will be subject to removal from the Galactic Senate if they fail to cast any vote (yes, no or abstain) within a three turn cycle period (six weeks) Once eligible for removal, a Bylaw must be proposed, seconded and voted upon like any other Bylaw. This is the only involuntary removal process from the Galactic Senate at this time. 3) Proxy empires are not subject to these Removal requirements unless it is discovered by clear and convincing evidence that they are no longer an active member – in which they are immediately disqualified from Galactic Senate Membership. A separate Bylaw is required to find that the evidence is Clear and Convincing – however, no alliance affiliates to the proxy vote in question may vote upon this unique matter. Amendment 1) These Charter Requirements may be amended through Bylaw, with approval of two thirds of the Galactic Senate that actively cast a vote in the session in which the charter amendment is proposed (ie. exclude default abstention votes) provided that at least 5 members actively vote in such session Guidelines of Bylaw Submission (not mandatory): 1) State the general purpose of the Bylaw and how it will promote the peace and prosperity among member nations 2) Name the Bylaw Using a portion of your Empire Name in the title 3) Publish the Bylaw as a Proposal in a new thread with the precursor: “BYLAW PROPOSAL” 4) Include the deadline for proposal (the Monday turns are due) 5) Signing by leader name, empire name and empire identification number IS mandatory (See Bylaw Process) Examples of Bylaws: BYLAW PROPOSAL: Mandatory System Beacon Placement General Purpose: To promote the establishment of clear boundaries among member empires thereby avoiding possible ensuing hostilities and misunderstanding. A system without a beacon is not considered ‘controlled’ without a system beacon in place. All systems that have system beacons within ten turns of the Bylaw, if ratified, will be recognized as controlled by the empire who placed the system beacon. Duties include keeping a list of membership, organizing threads, posting proposed and seconded bylaws with approporaite deadlines and keeping track of voting results. This position will not preclude other member empires from challenging or double-checking such things, however. Whereas many Sentient races and governments are now reclaiming there place among the stars; Whereas spacefaring powers necessarily come in contact in deep space while exploring and scouting for new territories; Whereas contact is necessary if there is to be a Renaissance in Galactic Civilization; Whereas some races seek not commerece and friendship, but war and plunder; Where as a common first contact protocal and recognized method of establishing borders is necessary to facilitate peaceful commerce and good-neighborliness; We, the Galactic Senate, hereby establish the following system of common border establishment and recognition as well as first contact protocals: 1) All Sentients are absolutely sovereign within their homesystems and in all systems up to three conventional jumps out from those Home Systems, provided these are through two-way warp points; and every member of the Galactic Senate agrees to mutually recognize the sovereign territory of every other member. 2) In cases where two governments share a border less than three jumps out from their homeworld the two neigbors shall agree to a negotiated border. They are encouraged to pick a reasonabe half-way point and declare it either a co-dominion or neutral space. 3) Members mutually agree to publically proclaim which systems lie outside their sovereign borders and to identify to the Galactic Community the rules each race shall employ in granting other races entry into their sovereign territories. This should alert conventional travelers that they are entering sovereign territory whenever they deviate from Galactically recognized neutral zones while avoiding the problem of disclosing all of a members system names, thereby indangering the sovereignty of that member's government. In sovereign systems behind the border members may have their defense forces set to what ever state of readiness they deem appropriate. 4) Members are encouraged to recognize the sovereignty of non-members according to these same rules to the extent practicable under the circumstances. All Races are invited to submit to this Senate the lists of those systems they consider neutral. Should diputes arise this Senate shall arbitrate the sovereign claims. 5) All systems outside of a sovereign border shall be considered free space and constitute a Neutral Zone and the freedom to travel, explore, and colonize in these open, neutral territories shall be respected. 6) All Members shall set their fleets on non-hostile orders while traveling in neutral zones, unless they are officially at war. Whereas Act 2:06 as amended has been passed overwhemingly by the Galactic Senate; Whereas Senators have already begun to publically proclaim systems which are dedicated to public use as neutral zone systems; and Whereas pirates and brigands have caused a chill on further dedication because of their basesless threats of violence; The Galactic Senate hereby reiterates its member's collective commitment to the Neutral Zone regime and the cultivation of intersteller commerce and goodwill. Be it enacted, therefore, that a centralized system for the promulgation of neutral zone systems be created and that a worthy member of the Senate be appointed to collect from members those systems which they intend to voluntarily disclose for public use. Any member of the Senate may provided the Promulgater of Neutral Zone Systems with a list off all systems not claimed as sovereign for inclusion in the list of Neutral Zone Systems. Non-members may also provide the Promulgator with similar lists, but must confirm the existence of the systems by also providing the Promulgator with whatever proof the Promulgator deems necessary and sufficient to guarantee the actual existence of the system. Once collected the Promulgator shall make a weekly or bi-weekly post listing all neutral zone systems so dedicated and declaring them free and open to all Spacefareing Sentients. Care shall be taken to order these Neutral Zone Sytems in a coherent fashion and in a manner that will not hint at the identity of the member or non-member that dedicated the system. It shall be an offence against the Senate for the Promulgator to disclose the identity of any member or non-member dedicating neutral zone systems. Only the system names themselves shall be promulgated and all other information must be held in the strictist confidence. It shall also be an offense for any member or non-member to knowingly present to the Promulgator a fraudulent or otherwise made-up system name. It will be the duty of the dedicating member or non-member to insure the correct spelling of system names. Should an error be discovered in the promulgated list of Neutral Zone Systems the provider should promptly contact the Promulgator and have the error corrected. Any claims to sovereignty over any world or system located within the Neutral Zone shall be presented to the Promulgator who shall then present the claim to Galactic Senate on behalf of the claimant along with any evidence provided in support of that claim in the form of a Bill. This will preserve the privacy of the claimant. The Galactic Senate will then vote on the merits of the claim. If the Senate approves the application then that world or system shall be publically declared sovereign and not a free and open system by the Promulgator. The Committee shall investigate the incident in question and review all material/documentation/etc. provided to determine if any action should be taken by the Galactic Senate. The Committee members are authorized to initiate their own investigation and requests for information. All Galactic Senators shall comply with any and all reasonable requests of the Committee. The Committee shall submit a recommendation to the full Galactic Senate, which shall be voted upon by the Galactic Senate if the Committee is recommending that action be taken. All votes of the Galactic Senate require two-thirds approval of all Galactic Senators, with an Abstain vote counting as a non-vote. The recommendation of the Committee needs to be the unanimous opinion of the Committee before being submitted to the full Senate. Should the Committee make a finding that no action need be taken, or that the Galactic Senator(s) involved are blameless then that report should be made to the Senate and no vote will be required. -Selection of the three Committee members: The first Investigation Committee shall consist of the first three empires that joined the Galactic Senate. Thereafter, each Committee member shall appoint another Galactic Senator for the next Investigation Committee. This shall be done at the close of their report to the Galactic Senate, or upon the beginning of a new investigation, whichever comes first. No Galactic Senator shall serve on a second committee until all Galactic Senators have served or are serving on a committee. The same shall apply to each subsequent 'round' of appointments. No senator shall be allow to serve on a committee in which that Senator's empire is involved, should this occur, that Senator shall be removed and the remaining two Senators on the Committee shall appoint his replacement. Now scrolling down the list I see the Romans are part of the Senate and they are played by Valkor...hmmmm methinks Eternus was misled. But that was back in the days when the game was fun. Of better interest are those who are still part of the game....getting smaller. Such talk is preposterous as our two allied governments each have our own heads of state, our own governments, our own fleets, our own cultures I dare say.
