I prefer not to get involved in these discussions, not enough time to spend on these silly senate dealings.

BUT, it seems inquiring minds want to know, so...

 

Phoenix Empire Press Release.

 

Months ago President Elandra issued orders to a Junior Diplomat to take a small fleet of scout ships (lightly armed) to the KLIUCHENE area.

There were many new un-surveyed Warp points in the #%^&*@# system leading to KLIUCHENE. They all need to be survey with the new advanced MK III sensors.

The unnamed and unknown Jr. Diplomat (Expendable) was to board one of the older ships and enter the Warp point.

 

Having taken care of the important business of state, President Elandra preceded to leave on a well earned a vacation to ##$%#^# (one of the Imperial tropical islands). Upon returning from basking in the relaxing sun and enjoying the lush island environment, (the rest of the activities are classified), she returned to usual 14 hour workdays. It seems that one must always pay when taking a vacation. The next week she was exhausted and was feeling the effects of the Flu bug that was rounding the capital. Imperial lackey small paws #1 informed her that the Diplomat had reached #%^&*@# system and was prepared to enter the KLIUCHENE system and that her orders would be followed to the letter.

 

The Unknown Jr. Diplomat, Expendable, boarded the older Warp survey ship. He was thrilled to finally have his chance at first contact with an alien species. It is true the Lt. in charge of the Pathfinder had talked to the aliens first but history would record his name as the official in charge of the event.

He unsealed his orders and read...

 

You are to join the 2000th EXPL Group and command a diplomatic mission to meet with the United Republic of Scanners. Upon arrival at the #%^&*@# system you will transfer the rest of the Survey ships to the 310th Survey Group. You will then enter the warp point and proceed to finalize a non-aggression treaty with the Scanners.

 

The harried Jr. Diplomat Expendable could not sleep from all the excitement, they were preparing to enter the warp point. He had been plague by insomnia, he just could not adjust to the time changes and life on board the ship, how do they live in such a small cabin, not even live food to eat. Just before the jump to the KLIUCHENE system, he kept thinking is there something I have not done.

 

After the jump, he communicated with the Pathfinder, has there been any communication with the Scanners. No Sir, but there has been some traffic, mostly scout ships which seem to ignore us.

Mr. Expendable, waited for the alien diplomat to contact him. (9 orders had gone by and still they waited). He finally reread the orders and realized he had brought the rest of the survey ships with him. Well it should not matter, they will contact us if there is any problems. But still there was static. Finally the warp point opened and instead of another lightly armed scout ship there were 3 Guardian Frigates. He thought what is the meaning of this. Maybe they were escorting a high-ranking official, maybe even an Imperial Ambassador, Oh, would this look great in the headline. “Jr. Diplomat Expendable finalizes peace treaty with the United Republic of Scanners” after ...

 

On board the Mk III Survey ship Endeavor, Captain Sharp Claws realized something was a miss. He was quickly moving up the ranks and understood he might make Senior Captain if this mission was successful. He just wished he could have read the sealed orders but Jr. Diplomat Expendable was in command; why he did not have a warship with him he did not understand. This new Survey ships was still armed with the oldest technology, the 10cm auto-cannon. He wished he had his Heavy Cruiser back with all of the state of the art weapons and armor. Rumor was the new Battleships were coming out of the yards with the most advanced systems in the universe.

 

Captain Sharp Claws immediately took over command of the fleet from Jr. Diplomat Expendable. Sensors what is there complement. Sir they displace 45,300 tons and are armed with 150 10cm Autocannon, 150 Light Beam Lasers, 150 Light Stun Beam, 150 Light Thermal Lance, 15,000 Standard Hull Plate, 30 Type A Defense Screen. The Pathfinder waiting near the warp point exit was vaporized immediately, but its destruction demonstrated the enemies intend. This was an ambush.

 

Against this type of massed older technology firepower his underrated survey ships had no chance. But he knew a suicide attack might succeed in giving the diplomatic ship time to escape.

He ordered the Diplomat’s scout ship to breakout and evade. Then issued the orders to the fleet “Today is a good day to Die, full power to the engines, ramping speed, auto-cannons fire on their bridge. Send a message to the Empire the Scanners have launched an unprovoked attack.

It only took a few seconds to reach the enemy Frigates. His superb gunners had scored many hits on the starboard ship but the armor was thick. He glanced at the holographic display and only 3 of his 8 ships remained, and then another blimp was gone. His last thoughts were of the Glory and Honor of the Empire as his ship impacted the bridge of the starboard frigate, bring her to dead stop.

 

The crew of the Diplomat’s scout ship cheered as a frigates appeared to be dead in space, but still the other 2 frigates pursued them. It appears they wanted no survivors. They had a small lead on the frigate as long inaccurate auto cannon shells started targeting them and Long Range Laser Fire Flashed on the ship's armor. The Navy Lt. sent the last of the detailed battle report to the empire so it could be analyze...

 

President Elandra still recovering from the Wriggling Flu was given an urgent message.

Diplomatic Fleet 2000 (7 ships and 2 probes) and 110th Recon Group (1 Pathfinder) was attacked and destroyed by 3 Guardian Class Frigates of the Scanners. Why were there 9 ships, there should have only been one. We do not know. Why did the Scanners attack. There was no where for the 2000 Fleet to go only 2 other warp points guarded by Scanners warships. Our ships were trapped with no where to go.

 

Also, 116th Recon Group (an older survey ship) was attacked by IDE Imperial Demonic Envelopment, the battle report is as follows:

It appears My Lady we are at war.

Administrator call together the Counsel. Maybe we can Diplomatically resolve the problem with the Scanners, since they seem to have grossly inferior technology and are behind a one way warp point. The real threat appears to be the IDE. They at least have advanced Shields but still have grossly inferior weapons, armor and systems.

 

We received an urgent message from “Sha'thar of the Gosht Kohr, Empire #2296. Founding Member-Galactic Senate”. We attempted to send a message to the IDE through this Galactic Senate Founder but the IDE have failed to reply. It must be one of those Shadow Galactic Senate Allies attacking us. We have heard stories of this Galactic Senate and their tactics to force non-aligned empires to join. When one of their members discovers an empire they feign peace and then send one of their Shadow Empires to attack.

They thereby either increase the number of the Galactic Senate or have their Shadow Allies finish them off.

If that does not work then the rest of the Galactic Senate finds some stupid justification for war.

 

It appears that the stories we had heard are all true; this Galactic Senate is just a front for armed pirates.

1st Belisarius, PResident Elandra,

We sincerely apologise for the loss of your ships and crews. Please, if you had send an email explaining the mistake made by your junior diplomat, we could have resolved the issue sooner. Maybe we should have contacted you sooner too.

 

We definitely do not have any hostile intentions.

We did send you a private message a few days ago explaining our actions.

Please contact us a again via private channels, and we definitely want to improve on our relationship. Good luck fighting the other empire.

To both 1st Belisarius and AKO - may we ask a simple question, or two, that we have not been able to determine an explicit answer to from a careful reading of both these threads?

 

We believe the situation to be that the Phoenix Empire arrived, unexpectedly, in URS space...

 

That the subsequent immediate agreement was that the Phoenix Empire would not advance further into URS space?

 

That the issue that then resulted in URS's premptive strike was simply that more PE ships arrived at the same WP than were expected?

 

Two things spring to mind - one is Customer Expectation...

 

URS became very concerned when a bunch of ships suddenly appeared, when perhaps he was only expecting one more. This may be an error on PE's fleet management.

 

The second is a form of institutionalised paranoia....

 

Just because it became possible for the PE to break this new combined fleet into several parts, the URS decided to strike first, but that they had not, in fact, departed the WP that they originally arrived at....

 

Our personal take is that this could have been handled better on both sides. As a long-declared proponent of spreading intra-galactic peace and security and the establishment of a trading fraternity, and not a member of the GS, we would be pleased to offer our services as a mediator if both sides wished it. We would be happy to do this in public here, via the board message system, or by sub-space to StarLeague9@aol.com....

As a long-declared proponent of spreading intra-galactic peace and security and the establishment of a trading fraternity, and not a member of the GS, we would be pleased to offer our services as a mediator if both sides wished it. Hmmm, striking first seems the way to go. Denying your enemy information of the webways of space in your area seems a good tactic to me. But, then, I'm not a military leader, just an amoral scientist.......

The GS is still pretty fresh. We're improvising as we go. As a non-member, you can at least be happy to realize that your 'grievance' has inspired us to enact new legislation to accomodate you <_<

BTW, one Clarification the Phoenix ships arrived in the system with mid June turn, and did not move away From the warp point. The next turn they did not move either. I am an agressive player, but if I had asked a diplomat to meet me there, I would NOT of blown up that wimpy fleet. I would of had ships on the otherside of the warp points, set to blow up anything.

Where some say surving territory is an aggressive act, is being able to survey aggressive?

The Phoenix empire, <do to real world time concerns and lack of interest in the forum> will not be posting messages.

 

I still think the Scanners are pirates. And I still think most the GS, is uninterested in following their own charter.

If the enforcement legislation passes, feel free to file a grievance against The Scanners at your liesure.

You caught me! Its true - I used the word 'whining' instead of 'grievance' <_< One sometimes edits ones first impulse. So much for editorial tact, eh?

That is as may be.....

 

In this case there are possibly legitimate reasons why the GS themselves might not be seen as the neutral arbiters. It is early days for the GS and they need to be able to establish their bona fides..... :cheers:

 

Whilst the GS continues to contain obvious warmongers and pirate-puppets, let alone already outlawed empires, this will remain the case... <_<

Yes, he is a fine fellow., that Phoenix guy, sweet loveable, and forgiving.

 

 

My argument all along has nothing to do with the Phoenix empire! I read the SCANNER written story, and did not talk to the Phoenix empire at all til last Saturday. My argument, is that according to the GS charter the Scanner Empire is a pirate. If at the point I brought this up the GS, and started an investigation, or officially debated the passed a resolution, put your empire on trial, or done something more than imediately attack me for bringing it up, the GS might of gained in prestige, and been seen as more than....I do not know how to state what they seem like at this time. NOTE, I did not say the GS had to find the scanners guilty or throw the scanners out of the GS, just take the claim seriously. I am advocating for the my view of the incident, IE attack without declaring war is piracy.

BTW, I now going to follow the Scanner example and blow up any ship that I think MIGHT, explore into my area. Especially, since this is the accepted mode of operation now.
