It it clear that the Senate can never be more than a debating society if it can not act with sufficient courage to create a system of openness. Civilization can not exist where no one knows where intersteller frontiers end and begin. Only a system that allows for full and open discolsure of sovereign systems and neutral zone areas, coupled with strong enforcement mechanisms to provide for collective security, can rightly be considered effective.

 

If the goal is to debate and do nothing then we have reached our goal. If however, as I was lead to believe, the Senate seeks to establish the prerequisites for trade, commerce, and mutual defense and prosperity; then it must shun half measures and bravely embrace the risks and the rewards of galactic civilization.

 

The Boo have long held the position that the only moral way to forcefully police sovereign territory is to announce to others that one is making a claim so that they are given fair notice to stay away. We go a step further and announce the new systems we intend to jump into beforehand to allow the secretive time to warn us off if they have a legitimate claim to sovereignty. One can not morally fire upon another without first informing the general public that you are forcefully defending a claim.

 

The Boo consider all space not publically claimed to be neutral space and we will defend our right to free navigation therein. If we stumble upon another race we will peacfully negotiate shared understandings regarding navigtion and colonization. We do not shoot at alien spacecraft just because they are unknown to us. It is true that some have made it quite clear that they care for nothing but destruction, and we "quite literally have their number." All others have nothing to fear from the Boo.

 

We would like to see a system whereby the Senate collects a list of sovereign systems and openly publishes it. If the spacefaring barabarians wish to remian secret let them, but we who seek civilization should proudly define our territories for all the Universe. This is the only way to keep the peace among otherwise well meaning governments because the veil of ignorance will only lead to accidental war. As for the pirates and barabarians, war with them is inevitable.
