The CSV is horrible but I can build any number of INST that will make it more suitable for me..if I build them on his HW what happens to him? Does the effect change it is a neutal? Since facilities belong to a pop group, they should only affect that 1 pop group. There are some exceptions to this rule, like the Imperial Penal Colony. However, one could build and power a Deep Core Surveyor in an otherwise empty pop group -- any other Empire with a pop group on that world could benefit from the effects. Of course, that is an expensive bit of help... I'm sure the trade in turn would have to be very nice.
