In the section where you get growth rate and excess power is a line regarding one colony. It says: "x population units perish in Population Group #yyyyy on <planet ID> - (x-3) due to colonial attrition!" The quesiton I have is, how is it that only a portion of the dead pop units are due to colonial attrition? Aren't ALL the dying Pops due to colonial attrition?
