On the other hand the Exile order completely removes them so while they may still live they will be dead to everyone in your empire Now why you would want to do so is beyond me. No need to go into a defense of the dignity of life, but the utility of these individuals should not be discarded lightly. I have just recently, realized it myself, when another emperor asked me why I was so far behind in developement... The Chief Administrator; screwed up the production que (too many times to count, already) - and last cycle - the shipyard que.
