However, according do a successful AFD mission, the City already had 18 Divisions defending it. The rules state that an Army can only hold 18 Divisions. So I was wondering did the Divisions - {a} retreat into a nearby friendly Region? or {b} displace some of the divisions in the City? or {c} simply cease to be?
