Just plain old Photoshop..... Took some time to combine a large part of the map scans into a coherent single map with a much better resolution than the one provided which allows for some serious zooming in, but once you have that you just generate additional layers, each layer a specific color and then it's just a matter of continuous updating of territory, movements, AIC networks, soil type and rail cap...
