Towards a more Enlightened Society

One would like to suggest the addition of a new class of institution: Educational Centers!

 

As we looked into glazed eyes of our still-tailed young we realized they were not as well prepared for the technical tribulations and aesthetic challenges of a blossoming Instersteller Prescence as one would like. They needed schooling, and not the mere piscean herding so prevelant among our less fortunate galactic cousins. In mammalian terms, "They needed lairnin'"

 

One would suggest the following loosely base on religious and scientific institutional precedents:

 

Imperial Primary Education Centers- required 500 CM, 1 POP

Used to educate and socialize the youngest teachable members of ones society. Such centers would have a slight effect on the stablization, health and safety (growth?) of ones society as well as a slight modifier to research to reflect the basic foundation of technological principals. Requires 1 per 100 population for maximum benefit.

 

Imperial Secondary Education Centers required 1000 CM, 1 POP

Used to educate and socialize the adolescent spawn of ones society. Such centers have a minor effect on the stablization, health and saftey (growth?) of ones society as well as a minor modifer to research to reflect a fundamental knowledge of technological principals. Requires 1 per 100 population for maximum benefit.

 

Imperial Colleges and Vocational Centers required 2000 CM, 1 POP

Used to educate and socialize the adult members of ones cociety. Such centers have a moderate effect on the stablization, health and saftey (growth?) of ones society as well as a moderate modifier to reasearch to reflect a developed knowledge of technological principals. Requires 1 per 100 population for maximum benefit.

 

Imperial Universities required 5000 CM, 1 POP

Used to provide advanced education and socialization for the adult members of ones society. Such centers have a considerable effect on the stablization, health and saftey (growth?) of ones society as well as a considerable modifier to research to reflect an advanced knowledge of technological principals. Requires 1 per 100 population for maximum benefit.

 

Imperial Academies required 10000 CM, 1 POP

Used to provide premiere education and socialization for the adult members of ones society. Such centers have a substantial effect on the stablization, health and saftey (growth?) of ones society as well as a substantial modifier to research

to reflect an advanced knowledge of technological principals. Requires 1 per 100 population for maximum benefit.

 

 

From Science Fairs to Government Supported Research, from simple health education to being emergency fall-out shelters, these installations would be a nice addition to any society.

 

 

Also considered where these various Social Centers:

 

Libraries/Imperial Libraries requires 500 CM, 1 POP

Standing repositories of knowledge both scientific and cultural. May provide a slight improvement in the moral, stablization and research ability of ones society. Requires 1 per 100 population for maximum benefit.

 

Community Centers/Imperial Community Centers 1000 CM, 1 POP

Cultural support sites providing programs to enhance the quality of life for the youngest and oldest of ones society alike. Benefits towrd health, satfey and longevity require 1 per 100 population for maximum benefit.

 

Hospitals/Imperial Hospitals 2000 CM, 1POP

Institutions dedicated to the physical welfare of ones society, provided a notable increase in population growth, longevity as well as moral. Not a combat facility. Requires 1 per 100 population.

 

 

Parks and Recreation Centers requires 4000CM, 1 POP

Relatively large cultivated areas set aside for the developement of the health and happiness of ones society providing a slight improvement on the moral, stablization and growth(?) of ones society. Requires 1 per 100 population for maximal benefit.

 

 

 

Other considerations regarding Cultural Centers:

 

 

500 CM for Zoo's and Museums.!!!..really. How dreadfully restrictive. Just how many varieties of Viscious Knid's does one expect to find in such limited facilities....or how many relics of forgotten civilization can one hope to store in such a city. Perhaps as Civil, Social Engineering (regarding Museums) and Life Sciences (regarding Zoo's and Aquarium) improve larger facilities might be created/discovered. Benefits to moral a certain benefit, stabiliztion and possibily research benefits one to consider.

 

Such facilities should not come without a considerable cost however. Zoo's would require considerable Food Stuffs (or Meat, Water, etal seperately). Museum's would require considerable Luxuries and perhaps even Primitave Art.

 

Perhaps one way to address this is simply to replace Imperial with Public to yeild the following:

 

Public Zoo's and Gardens 500 CM, 1 POP

A variety of instituitons including aquaria, botanical gardens, apiaries, petting zoos, reptile farms, et al. These provide a relatively minor benefit to moral as well research requiring 1 per 100 for maximum benefit.

Also requires X# of Food Stuffs and Plantfoods for construction.

(Perhaps being "fueled" by Foodstuffs and/or Plantfoods)

 

Zoos and Gardens might be seperated:

Zoos being zoological in nature requiring Foodstuffs (combined or seperately) as fuel.

Gardens being botanical in nature requiring Plantfoods as Fuel.

 

 

Public Museums 500 CM, 1 POP

Collection sites for historical and cultural knowledge. The provide a relatively minor benefit effect to the moral as well as social stabilty requiring 1 per 100 for maximum effect.

Requires X# of Luxuries and Primitave Artwork.

 

 

All the above installations would benefit from technological evolution with Improved and Advanced Forms available for research after appropriate horizons are acheived. Ofcourse that would mean having to choose between MK III Alien Mammal Toasters and Improved Primary Education Centers. Alas. It is such problematic crossroads that define a society...and ofcourse keep your system secure from those dread hot-blooded long-haired often-omnivorous young sucklers.

 

Dreadful.

 

Lastly, one would like to recommended the invent of one other installation type:

 

Imperial Embassies and Consulates.

 

These would provide the oppurtunity for both basic ingame messages, diplomatic oppurtunities as well as avenues for cultural and technological exchange (intentionel and otherwise). Each would have to be built/keyed with a specific Empire in mind...construction and disembly being completely under the control of the native forces. The facilities might have the oppurtunity to or simply provide as a defualt report each turn a planetary scan of some sort. Each level of diplomatic institution may have to be tolerated before the next is acceptable.

 

Each of these institutions acting as a limted population group, not a fleet or army...an expedition.

 

Imperial Diplomatic Post (500CM)

These constructs might allow a limited list of messages, minor moral effect, simple scan and technological benefit with a slight chance of success.

 

Imperial Diplomatic Mission (1000CM)

These constructs might allow a limited list of messages, minor moral effect, simple scan and technological benefit with a minor chance of success.

 

Imperial Diplomatic Embassy (2000CM)

These constructs might allow a limited list of messages, minor moral effect, simple scan and technological benefit with a notable chance of success.

 

Imperial Diplomatic Consulate(5000CM)

These constructs might allow a limited list of messages, minor moral effect, simple scan and technological benefit with a considerable chance of success.

 

Imperial Diplomatic Complex(10000CM)

These constructs might allow a limited list of messages, minor moral effect, simple scan and technological benefit with a substantial chance of success.

 

Each character assigned might have increase the oppurtunity for a given event to occur. Scientists ofcourse would increase the oppurtunity for a research benefit, Army, Martial Artist and Naval Personel might increase securtiy against though might effect moral, while Diplomats might would have a substantial effect on moral with Administrators and Merchants a lessor one, Special Agents would increase the overall advantage. The Merchants, Administrators and Religious Characters might have a positive (or negative) effect to represent the sharing of cultural techniques.

 

Moral would be an attendent problem as the more different the goverment and species the more oppurtunities for conflict and discord. The visiting assembly of gargantuan methane-breathing floaters hovering about extolling their Barbaric Theocracy tentants may go over too well with the small burrowing mammals cowering in their warrens of their Corporate Heirarchy.

 

 

Ofcourse it's probably just easier to establish a pop group on the same planet and let things develope as they may without all this population within a population idea. Still. Opportuninites to trade culture and technology wether intentional or not is still an idea worth considering.

Final note: Having any and all of these installations would be a considerable investment of a society's most important asset...it's population. Less to mine, less to administrate, less to turn into warmongering forces designed for ultimate galactic subjugation and genocide. But they would also be an invest worth protecting and securing, an oppurtunity not just to develope your enviromental resources, military prowess or even genetic measure but the "culture" of your population.
