The minimum requirement for a starship in Draco is any engine and at least 25,000 total tons, so you could make a freighter out of 1 Mk I Nuclear Engine and 24,900 Cargo Bays if you wanted to. Computers add to the FC of a ship and the formula is very similar ( identical in fact to the AP formula) total bridge rating/ tonnage of the ship. So the bigger the ship the more items that give you bridge strength that are required. Special note Naval Leaders give you a base FC per level of leader ( apparently modified by racial traits) no matter the size of the fleet they are assigned to.
