Calculating morale

This is what the rules say about calculating an army's morale:

Offensive Morale
Defensive Morale

Offensive and Defensive Morale is the average morale of the force that is based on the experience levels of the component divisions and the percent of the force they represent. The higher the Force Morale, the more losses the force will accept before breaking off an attack (offensive) or either retreating or surrendering (defensive).

Anyone know how 'the percent of the force they represent' is calculated? Is it based on effectiveness, or on offensive firepower for offensive morale and defensive firepower for defensive morale?
