Not certain if this was due to special forces in the Army or not. Just a thought. But it would appear that ICE is a weapon and the implication is that it would be available for use by the army. Since the troops can be warped to unfriendly locations, can we assume they make tactical quantities of ICE once they get to a target world? The Sgt. is standing next to some bubbling pile of goo, yelling at the rest of the raw recruits. "What is wrong with you maggots. Dr. Suess clearly said 'Do NOT touch the Ice without the protective gloves or special handling cup'. And what does former trainee Shmuck do but grab some ICE with a bare appendage. We appear to have a failure to communicate here. I will teach you to listen. Now put on your packs and give me two laps around the base. MOVE IT!!!". As most of you know, we have only recently discovered the concept of "war", but we have a long history of rivalry and espionage among different hives.
