The Man for pushing the woman? the woman for agreeing to go up the mountain? or the Mountain for being so dangerous? The Man is the most guilty as he instigated the events, the woman could have chosen not to go up the mountain and there by avoid this chain of events. The only truly innocent party is the mountain, it does not have the freedom to chose its actions and stop the chain of events happening. Consider the Flagritz Republic the same way as you would the mountain, we are strong, immovable victims of our inevitable destiny. Your empire chose to send your people into the dangers of space, your pilots could have chosen not to go... Should something unfortunate happen this turn it is clear who is to blame.
