There seems to be one in place on my home world, but the effect is really small. Something to the value of -1 for every power plant in place. Yeah, there may be a small diminishing return of -1 per plant. I'll have to check. I don't run my empire *that* tight where 1 or 2 units of Power are going to have catastrophic effects. But I don't think it's a diminishing returns effect because it doesn't matter if you build one plant or fifty plants, they all produce the same amount per plant.
