If the new division type is less expensive that the old division type, the difference is lost. In addition, 20% of the cost of the new division type (in ARM Pts and Money) must be paid as well. The division will lose one experience level if the basic division type is changed (ie, an infantry division is upgraded to an armor division). So just to be sure im seeing it correctly, Upgrading a frontier Div to an Armor Div would look like (295-100)*.2 , (195)*.2=39 , 39+195=234. (assume green and 100% effective).
